Evolution of federal income tax withholding: the machinery of institutional change
Article Abstract:
A study examines reasons for the legalization and enforcement of mandatory federal income tax withholding in the US. The power to tax is essential for the government to garner funds for welfare payments. Also, limits on the state's power to tax reflect on its capacity to act. Hence the removal of restrictions on the power to tax was accomplished with the establishment of mandatory withholding in 1943. Also examined are historical conditions and politico-economic aspects of the acceptance of federal income tax withholding by the people of the US.

The growth of the federal government in the 1920s
Article Abstract:
The federal government of the US in the 1920s was characterized by steady growth as seen from federal expenditures during the period. Contrary to popular belief, Pres. Franklin Delano Roosevelt's New Deal initiative is not a crucial factor in the said growth. On the contrary, the New Deal was a by-product of the intensified federal activity in terms of expenditures, regulation and government attitude.
