Finding the right path

In September 2000 President Clinton made the decision to defer deployment of a national missile defense system. Reference is made to the need for further work on both the technical challenges to ensure the readiness of the system, and the international challenges to ensure a world of strategic stability.

Issues concerning the tensions in the relationship between the United States and China are presented. Reference is made to the opportunity given by President Clinton's decision to defer the deployment of national missile defense, allowing Washington time to work through issues with China.
