An analysis of 'Legitimacy in Public Administration: A Discourse Analysis' by authors Cynthia McSwain and Orion White shows public administration as having been shaped and dominated by Federalist assumptions and views, as seen in the insistence of a purist who views public administration as the logical separation between politics and administration. Such a view leads to a legitimacy crisis, since many Federalist views run counter to the principles of a democratic government.

One important criticism on the premise forwarded in the book 'Legitimacy in Public Administration: A Discourse Analysis' by O.C. McSwite is the belief that public administration has its roots in the Federalist school of thought. The social transformation of American society cannot be traced to Federalist thought but is more intimately tied to the Revolution and the subsequent Civil War.
