American foreign policy would be inalterably changed by deployment of a ballistic missile defense system. The international reaction to NMD indicates that the US faces diplomatic isolation if it acts unilaterally.

Deadlocked and waiting at the UN Conference on Disarmament

For two years the UN Conference on Disarmament has been in limbo, with basic agreement on a broad agenda, but unable to pass a program of work that could lead to formal negotiations on any issue. US permanent representative Ambassador Robert T. Grey says nonaligned nations, and China's desire for outer space restrictions, slowed the conference in 2000.

France to resume nuclear testing; move draws international criticism
Article Abstract:
France has announced intentions to resume nuclear testing in Sep 1995 at the Murora and Fangataufa atolls in the South Pacific, triggering international criticism. The United States, Russia and Britain have been critical of this decision, as have New Zealand and Australia. Beyond the condemnation of the move by some politicians, citizens in Australia have taken to the streets in protest.
