Article Abstract:
Free trade as espoused by Pres Bush will just be a travesty if environmental safeguards are not heeded. The Montreal Protocol was one concrete step taken by environmental groups to force capitalist and industrialized countries to look at environmental concerns over and above capitalist gains.

Post-Cold War America is concerned in nation-building and domestic policies in the absence of a global role. Without a rival superpower, the US is compared to the 3rd-, 4th- and 5th-century Rome which steadily lost its economic and political strength.

The Earth Summit opened issues on following environmental standards regarding trade liberalization. The US opposed environmental restrictions to free trade and maintained its stand on environmental isolationism.
