The US role as a leader of an allegiance that gave it substantial control over major economies ended after the US won the Cold War against the Soviet Union. In the absence of an international goal, the US should concentrate on domestic issues.

The US has been successful in the constuction of international order after World War II, supplying security and capital to other nations. After winning the Cold War, the US is the country most capable of dictating a new world order.
