French defense policy: Gaullism meets the post-Cold War world
Article Abstract:
Changes in the global military climate brought about by the collapse of the Soviet Union and the subsequent disintegration of the Warsaw Pact demands the refocusing of defense systems among nations. French President Jacques Chirac proposes the reduction in size and the specialization of the French armed forces to create an independent, mobile and versatile national security force. Moreover, Chirac pushes for the reentry of France into the North Atlantic Treaty Organization (NATO) not only for defense security but also to promote French European leadership.

Bringing Ukraine into the MTCR: can U.S. policy succeed?
Article Abstract:
Ukraine's missile industry has alarmed the United States regarding the possibility of nuclear missile proliferation given its advanced missile production capacity and a huge supply of nuclear weapons. As a response to the said problem, the U.S. adopted the 'incentive strategy' by offering Ukraine a major slot in the 'Missile Technology Control Regime' (MTCR). However, Ukraine's membership is still pending due to its refusal to abandon its 'offensive missile projects'.

Departments of defense, energy open centers in Russia; Y2K facility testing completed
Article Abstract:
Two centers, one aimed at improving security at nuclear facilities, and the other aimed at giving economic support to former weapons scientists, have opened in Russia. The US Department of Defense and the Russian Ministry of Defense (MOD) opened the Security Assessment and Training Center (SATC) northeast of Moscow, in November. The INternational Development Center was also opened in November.
