From Vulcan bomber to Chatham House
Article Abstract:
Sir Timothy Garden will become the director of Chatham House on Jan 1, 1997, taking over the position from Professor Sir Laurence Martin, who has held it for six years. Garden feels that what he calls the information trap is one of the more serious issues to confront modern societies, the expanding volume of information competing with a scarcity of understanding its meaning. A better informed discussion is all the more necessary in a more complex world than that of the Cold War. This debate should contribute towards ways to make the world better and Chatham House has a role to play in this debate.

The recent vote in Quebec on secession from Canada raises important questions about the use of referendums and about national identity. The close result, with 50.6% voting No, suggests a greater margin of victory might be desirable before going ahead with such a change. The high level of participation contrasts with similar past votes. The referendum question was unclear, jeopardizing its value. More broadly, campaigns on the issue indicate national identity is now considered in a regional or global context.
