Lives in the balance: the new welfare reforms
Article Abstract:
New welfare programs of both the Clinton Administration and the Republican Congressmen propose strict rules and tough eligibility criteria for welfare beneficiaries. The Republican proposal is tough on unwed mothers and immigrants, while the federal government plans to penalize welfare recipients who decline to work. The proposals require the states to take more responsibility but analysts feel that such a move will lead to discrimination against blacks. An estimated 140,000 black children and 1 million black families with 2 million children will not be able to benefit from welfare schemes if the Republican proposals become legal.

Clinton's at the helm: where to from here?
Article Abstract:
The Democratic Party formed the Democratic Leadership Council to evolve policies which conform to the mainstream framework rather than the Democrat or Republican traditions. In their mainstream program, Democrats rejected the popular notion that government should have a solution for every social problem. Pres Bill Clinton clinched the presidency on the merits of this campaign platform which have also served as the basis for his domestic policies. Clinton has consistently kept his distance from special interest groups. Ultimately, the effectiveness of Clinton's policies will depend on how he is able to stimulate economic growth.

What can we expect from Clinton?
Article Abstract:
Pres Bill Clinton won the elections because of his centrist attitudes which appealed to a large segment of white suburban voters. Clinton and the Democratic Party's campaign were premised on a mesage of unity through diversity, a philosophy which permeates his domestic polices. His first 100 days in office will be centered on implementing a economic reforms which integrate tax incentives and infrastructures programs geared towards stimulating economic growth. Clinton is also expected to implement public welfare programs and other policies beneficial to Blacks and to the poor.
