Greece: into the Balkan crisis
Article Abstract:
The Mitsotakis government in Greece is facing the dilemma of balancing its economic dependence on international bodies such as the European Community with a nationalistic and autonomous foreign policy based on close ties with Serbia. The European Community in Jan 1992 yielded to Greek pressure to deny recognition to the ex-Yugoslav republic based in Skopje, and a Serbian-Greek axis assumed a dominant position in that part of Europe. Greece's other important foreign policy issue is the disagreement with Albania regarding its southern provinces and their large ethnic Greek population.

Macedonia: still the apple of discord
Article Abstract:
European policy toward the former Yugoslav Republic of Macedonia (FYROM) supports ex-Communist rulers and fosters the formation of a greater Serbian state. This is based on a number of myths regarding both Macedonia and the region. FYROM is not yet economically viable, and will probably soon have to choose a neighbor to protect it. Until recent elections in Sofia, Bulgaria had been a counterweight to pro-Serbian tendencies in FYROM, whose own Oct 1994 elections saw hints of widespread fraud and gave one party dominance.

Albania: a challenge for Europe
Article Abstract:
European response to economic crisis in Albania has not addressed either indigenous Albanian problems or the resulting emigration. Implementation of the Albanian Democratic Party's policies hinge on assistance for the European Community. The embassy seizures of Jul, 1990, and ship hijackings in the summer of 1991 do not begin to solve emigration problems. Though the Italian-organized 'Operation Pelican' has belayed starvation, it is not the long-term aid Albania needs.
