Lord Haldane's Ministry of Justice - Stillborn or Strangled at Birth?
Article Abstract:
This is an examination of the Haldane Committee's attempt in Great Britain to create a Ministry of Justice in 1918. Development of the concept and its failure are examined. There is an account of Lord Newart's sharp attack on the Supreme Court of Judicature Bill in the House of Lords in 1934. The period of non-progress of legal reform, 1870 to 1939, is explored. The Haldane Report is examined in detail with quotations of persons involved. There is a substantial amount of analysis and comment on the functions of the Home Office, Lord Chancellor's Department, and the Law Office Department.
