Maritime piracy: Defining the problem
Article Abstract:
Maritime terrorist attacks are grouped together with common criminal activities, under the current reporting system used by the U.N. International Maritime Organization (IMO) and the International Maritime Bureau (IMB). These organizations should revise existing definitions of piracy to include four categories of maritime crimes that include corruption, sea robbery, piracy, and maritime terrorism and thus, a reformulation of the definition of piracy will help focus efforts at combating the scourge.

The concept of global transparency, which includes the inclusion of small arms in the transparency program and the term 'gray market', is reviewed. According to Gary R. Perlstein, this transparency regime would cause problems for law-abiding citizens.
