Article Abstract:
A response to Karen Kramer's criticism of 'Getting to Arab Democracy: The Promise of Pacts' contends that the best indication that a transformation is under way in the Arab world would be the changes in the institutions that ensure political control. The prodemocratic political ferment in the Arab world should neither be too hastily discounted, nor should it be thought that Islamist groups such as those of the Muslim Brotherhood are the solution to the problem of authoritarian politics that will play a constructive part in democratic transitions.

Kenya's large but fractious opposition coalition swept to victory at the polls in 2002 after falling short in 1992 and 1997. Transition has arrived, but the question is whether democratic transformation can follow it.
