Moving money: Aid fungibility in Africa
Article Abstract:
The ability to indirectly transfer donor resources to non-targeted expenditures or 'fungibility' of aid is as old as foreign aid itself and hence its existence in developing countries, particularly in Africa, is studied. Large variations in the level of fungibility are found among sectors, across countries and with the number of donors especially in Africa and though this may not be bad for future development, more research based on fungibility across donors, mutual cutbacks and compensations is necessary.
