Article Abstract:
Talks are underway to decide the future of the Kosovo province that is recovering from the attempted ethnic cleansing of its Albanian population by Serb forces, which was ended by NATO airstrikes. It is believed that the Pentagon has offered Serbia fast-track progress in its relationship with NATO, the opportunity to send substantial numbers of men into US-led coalitions, and some hardware, a critical element of which might be modernization of the air defence system.

Article Abstract:
Issues concerning the war between Albania and Serbia, and other conflicts within Albania, are examined, focusing on the factors that led to violence after the end of the Kosovo war in 1999 and the removal of Slobodan Milosevic from power. Topics include the relationship between Albania and the European Union, the manner in which the international community differently treats states on the Balkan Peninsula, and internal politics of Montenegro.

The political crisis in Kosovo, Yugoslavia, involving power struggles between Albanians and Serbs, is rooted in the Dayton settlement which excluded Kosovo from the processes. Kosovo Albanians realize the international community is only encouraged to become involved when there is a threat of force; as a result the pacifist policies of Albanian leader Ibrahim Rugova may only be temporary.
