Is the third wave over?
Article Abstract:
Stagnation in liberal democracies since 1991 and continuing erosion in the quality of many new third wave democracies point to a a growing suspicion about the end of the 'third wave' of global democratization. The third wave has witnessed a dramatic increase in electoral democracies, which in 1996 stands at 57%. However, liberal democracies have not increased as dramatically and the biggest leap in free states was during the latter half of the 1980s and the early 1990s. During the 1990s, the third wave has entered a period of stasis defying the reverse wave which is to be avoided by democratic consolidation.
