Negotiation in public-policy making: exogenous barriers to successful dispute resolution
Article Abstract:
This article discusses negotiations in public policy conflicts, which has increased dramatically in western democracies. The author argues that conflict management procedure are dependent on exogenous factors, and uses spatial representations of bargaining; the case of environmental mediation in Germany is examined.
