New landmine protocol is vital step toward ban
Article Abstract:
The revised landmine protocol is broader in scope and has laid the groundwork for the ultimate goal of a comprehensive ban on all anti-personnel mines. New restrictions on the use and transfer of landmines will now apply to intra-state conflicts. Provisions on consultations, marking and monitoring of minefields, and restrictions on transfers are outlined to reduce civilian casualties. While the new landmine protocol awaits universal ratification, the US will continue efforts to alleviate the crises through the dissemination of new mine detection and clearing technology.

CCW states fail to stem crisis: U.S. policy now an obstacle
Article Abstract:
The new US policy on anti-personnel landmines has nullified efforts by the Convention on Conventional Weapons to alleviate the global landmine crisis through the new landmine protocol. The 1996 US policy favouring the use of 'smart' and 'dumb' mines is an impediment to the elimination of anti-personnel mines. While a review of the new landmine protocol has proved disappointing, the number of states supporting a global ban has increased considerably. The US stance could see it lose its leadership on the issue of a comprehensive ban on anti-personnel mines.

The representatives of the member states of the nuclear Non-Proliferation Treaty will convene at New York from April 17 to May 12, 1995 for deciding about the future tenure of the treaty. The main risk at the 1995 conference is that a few members may try to make the time period of the treaty's extension legally conditional.
