The lessons of learning: reconciling theories of policy learning and policy change
Article Abstract:
Five concepts of learning and their importance in public policy formation are being used by analysts in describing policy decisions. These concepts include political learning, government learning, policy-oriented learning, lesson drawing and social learning. However, there are different views of learning as a useful corrective to the conflict resolution approach of many existing models of policy making. To create a synthesis of these views, it must be accepted that learning is complex and that the agent of each type of learning is different.

Reconstructing policy analysis: a postpositivist perspective
Article Abstract:
Postpositivism is a radical elaboration of traditional criticisms against positivist social science. It extends the criticisms from social action to science itself. Postpositivists argue that elimination of the positivist's myth of fixed social world, identification of reasoned criteria for assessing the merits of alternative theoretical assumptions. Thus, postpositivism advances a practical conception of reason as an alternative methodological framework to the traditional form of scientific rationality.
