The report from the inspectors from the International Atomic Energy Agency (IAEA) highlighted a number of inconsistencies in Iran's account of its nuclear programme. With the U.S. and Britain on the verge of regime change in Iraq, apparently because of its breach of U.N. Security Council resolutions banning any acquisition of weapons of mass destruction, Iran appeared vulnerable.

The natural tragedy of the Bam earthquake has thrown up questions about relations with the American 'Great Satan' and provoked serious doubts about the Tehran government. Although the government was grateful for the assistance of America it was seen as sign of weakness and tourists were few and far between.
