Organised chaos: not the new world we ordered
Article Abstract:
Most reactions to new threats in the post-Cold War world ignore the forces that motivate warlords, ethnic nationalists, and others, and that might conceivably be confronted and minimized. These threats do seem more diffuse and difficult to approach, but they are rarely irrational, and sealing borders or boosting military spending is unlikely to work well against them. The apparently anarchic violence seen in parts of Africa, for example, is often a response to specific, changeable economic and political pressures.
