Peace for Jordan?
Article Abstract:
Jordan and Israel are close to signing a formal peace. However, external and internal restraints limit Jordan's ability to enter into such agreements. Jordan is a nation poor in natural resources, and is thus dependent on its Arab neighbors for import and trade. It is politically constrained by the mood of these economic allies toward Israel. Furthermore, Jordan's close relations with the largely Palestine West Bank have hindered its peacemaking abilities. Despite such obstacles, Jordan and Israel have achieved an essential peace, and have cooperated on issues of border security and water rights.

This article discusses the renewal of hostilities between the Spanish government and the Basque Homeland and Liberty Party (ETA), following a 14-month ceasefire that ended in 1999. The author addresses the fact that there is a deep division among Basques with regard to the handling of relations with Spain, noting that many are opposed to the terrorist activities conducted by the ETA; the ETA asserts that the majority of the party did not support the 1978 constitution that imposed Spanish army enforcement of unity and denied self-rule to the Basques, and they are therefore not bound to the law.
