Policy innovation or 'mudding through'? 'new' environmental policy instruments in the United Kingdom
Article Abstract:
The current pattern and places of use, the driving forces and the barriers to the 'new' environmental policy instruments (NEPIs) and also the extent to which NEPIs are replacing the old instruments, in United Kingdom, is studied. It is noted that most of the so-called 'new' instruments are a new variant of older instruments.

The current pattern and places of use, the driving forces and the barriers to the 'new' environmental policy instruments (NEPIs) and also the extent to which NEPIs are replacing the old instruments, in Ireland, is studied. Ireland's experience with NEPIs is best characterized as a case of 'much talk, but little action'.
