The politics of bounded innovation: 'New' Environmental Policy Instruments in France
Article Abstract:
The current pattern and places of use, the driving forces and the barriers to the New Environmental Policy Instruments (NEPIs) and also the extent to which NEPIs are replacing the old instruments, in France, is studied. It is noted that long-standing policy styles remain a determining factor in policy formulation and implementation where the outcomes remain heavily 'path dependent'.
