Post-communist bureaucracies: organizational modes of transition
Article Abstract:
Russian governmental transition is characterized by the changing structure of its bureaucracy and the employment of cadre organizations. The transition in Eastern Europe is more complicated than in other transitional governments since they are coupled with changes in the economic system. Another major difficulty is the change in state structure which are accompanied by an armed struggle. Political transitions should be managed from a neo-institutionalist perspective which can serve as an effective tool in dealing with such complex issues.

The new Russian bureaucracy: what is new about it?
Article Abstract:
Russian bureaucracy is evolving from one that was highly politicized to one that is disaggregated by types and levels of organizations. The system is characterized by a combination of interests among the economic elite and public officials. Other factors affecting the new bureaucracy are the growing independence of the professional bureaucracy from the political establishment, severe economic depression and the inability to cope with mounting governmental subsidies and contracts and problems concerning the distribution of land.

The human side of managing organizations at a time of change: the Russian perspective
Article Abstract:
Two alternative policies for the improvement of Russian public organizational performance are analyzed. The strategies, namely, conservative and risk-taking, are based on the existing theories of administration and management taken from the US perspective. The conservative action alternative involves incremental changes in the existing structure while the risk-taking action alternative involves greater gains but comes with a greater risk of failure.
