Preventing crises becoming disasters
Article Abstract:
The UN has twice in the past attempted to reform its management of humanitarian assistance. Both attempts were largely disappointing. The UN's new reform proposal targets appropriate areas for change and should be more successful. It has created a cabinet-level department called the Executive Committee on Humanitarian Affairs, which reports directly to the Secretary General. The plan would empower experienced relief providers to directly coordinate UN responses to emergencies. The proposal also suggests that an adjunct of the Economic and Social Council be formed to address humanitarian concerns.

The king and Mao
Article Abstract:
An examination of the impact that Maoist insurgent forces are having on Nepal, and how in order to deal with this threat, democracy has been replaced by rule from the palace by King Gyanendra. It is argued that if Nepal is to effectively deal with the Maoist rebels, civil and constitutional reform that confronts the power of the royalist administration and the forces that support it will be needed, only if this is done will the Maoist rebels be cut off from their support base in Nepal.

Military experts have minimized the significance of the disparity between American and British approaches to counter insurgency in Iraq. After a decade of coalition operations dominated by American military frameworks, it is well understood that being under US command is a bruising experience.
