Priest and jester in the policy sciences: developing the focus of inquiry
Article Abstract:
Harold D. Laswell created a framework for the policy sciences designed to organize the policy process in the broader context of the social process. The framework includes institutional as well as conceptual dimensions in that only institutions allow the necessary process of inquiry at both individual and collective levels. Laswell's approach also recognized conceptualization's cultural elements while showing more affinity with radical empiricism of pragmatism. In addition, Laswell emphasized the importance of creativity to contextual orientation which reflects the importance of political prudence to the policy sciences.

Federal health care policy and the geographic diffusion of physicians: a macro-scale analysis
Article Abstract:
Data collected on the federal government legislation of the 1960s and 1970s aimed at increasing access to physicians provide evidence regarding its effect on primary care physicians and specialists as well as the effect of the Medicaid and Medicare programs on the policy's implementation. Results indicate that although physician percentage growth rates increased in states with lower densities of primary care physicians, the same trend was not followed by specialty care physicians. Furthermore, policy efforts to even out the distribution of physicians may have been obstructed by the Medicare and Medicaid programs.

A model is presented to describe the interrelationships between governments and corporations in forming forest management policy. The model emphasizes a balance between legal coercion and flexibility for innovation development to yield the best results in sustainable management.
