Privatization, contracting, and the states: lessons from state government experience
Article Abstract:
The need to improve public service while enhancing responsiveness prompted a number of state governments to adopt privatization efforts in the early 1990s. Although academicians have yet confirmed the positive impact of privatization on productivity, experts believe the trend would continue to prevail in the 21st century. However, state officials must be able to determine under which conditions does privatization lead to service improvements. Government officials must likewise underscore the risks posed by privatization initiatives and provide efficient measures in addressing such risks.

Article Abstract:
The application of adaptive characteristics of natural nonlinear and chaotic systems to organizational change can help administrative agencies adapt new information technologies to their existing systems. Organizations are faced with the dilemma of adapting their information systems in a rapidly changing information environment. Two techniques that are commonly used dictates that either the old system be discarded entirely or new technologies may be adapted if it conforms with the existing system.
