Productivity issues in internal service fund agencies
Article Abstract:
Local government officials are using accounting mechanisms such as the internal service fund (ISF) to increase productivity and as a management tool. ISF operation in a government agency raises issues of structure, management, pricing and substantive policies regarding the service. The main concern of local government officials in implementing ISFs is the substance of the service and the nature of the environment in which the ISF will operate.

Article Abstract:
The years 1990 and 1991 imply that policy makers may face ten years in which the scheduling of priorities for public policy and the competency of their execution will be closely followed by the voting populace. The proper implementation of policy analysis and program evaluation becomes highly consequential in such situations. Local governments can acquire ample benefits from deliberate application of policy analysis and program evaluation.
