Department executives in the states: an examination of differences raised on selection and work experience
Article Abstract:
State executives often have as important a role as the governor in shaping state policy in certain areas, but their characteristics have not been studied. Elected executives are more likely than appointed ones to feel that they will have an impact, and also receive less supervision from their governor. They are also more likely to have been involved in partisan politics in the past. Yet, most appointees have substantial experience in their departments, and were involved in state administration previously.

Russian nonprofits as contracted providers of Municipal Social Services: initial experience
Article Abstract:
The results of an assessment of pioneering pilot competitions for the delivery of social services in three municipalities are presented. The Nonprofit Organizations (NPO) such as Perm, Velikii Novgorod, and Tomsk were given contracts by local governments for this project, which proved to be beneficial.
