Public administrators and policy implementation - a social work perspective
Article Abstract:
Social workers are one group of policy administrators who see themselves as agents of political change. Simultaneously involved in delivering the mandate of the legislature and mediating the extremely complex difficulties of social problems, social workers often find themselves caught between the requirements of the classic administrator and the political obligations of a representative of the people. It seems appropriate in this situation to find a ground in which the political concerns can be redirected without compromising the administrator's ability to provide services.

A classic debate revisited: the policy/administration dichotomy in tax politics
Article Abstract:
There exists a middle set of administrators, who can be termed policy managers, in addition to the usual sets of administrators and policymakers. This can be seen in an analysis of tax politics. Given the intensely political nature of taxation, it is necessary to have a middle ground for arbitration of its policy disputes. No politician wants to become too involved in taxation, and it would be inappropriate for administrators to set policy guidelines. Policy managers negotiate reasonable checks and balances.

Public administration and policymaking: the political/career executive environment
Article Abstract:
Animosity and distrust of career administrators has become common among political appointees over the last few decades. The extreme view, that 'professional bureaucrats' should not be trusted or involved, has become the public norm. It is essential to follow the Bush administration's lead, and continue to improve relations between the groups. Appointees must avoid condemning the administrators with the policy, and cooperation and communication must be encouraged across the lines.
