The adoption of progressive personnel management policies such as increased gender and workplace diversity by county governments is studied. Results show that the adoption of progressive policies is influenced by the diversity of county officials, the prevailing political culture in the county, and geographical location with Pacific West counties being the most willing to adopt progressive policies.
