Russia: the Cossack revival
Article Abstract:
Russian President Boris Yeltsin responded to an appeal from the Union of Cossacks with a decree in Jun 1992 rehabilitating them and allowing a revival of Cossack traditions. The decree placed the Cossacks under the umbrella of an earlier statute rehabilitating repressed groups. The Cossack revival could help Russian reform in the areas of agriculture and the military. Politically, Cossack assemblies provide a show of grass-roots democracy in a country with a paucity of such models.
