The problem of executive power in Russia
Article Abstract:
The powers of the Russian president can be seen as closer to those of the French constitutional monarch in the era of Alexis de Tocqueville than to those of a US president. The repercussions of this extreme concentration of power have had a very negative impact on Russian democracy. There is no clear division of powers between the Russian president and the government, with the prime minister and the cabinet being totally dependent on the president. There are a number of reasons why Russia adopted a model of unseparated powers following the collapse of communism. These include the need for strong leadership. There is a clear need to divide up the executive power and to create an incentive for the development of a strong parliament.

Russia's hybrid regime
Article Abstract:
The regime in Russia has elements of both democracy and a strongly bureaucratic centralized state. A more strongly democratic state will be necessary for Russia to move ahead socially and economically.

Russian democracy in eclipse: the limits of bureaucratic authoritarianism
Article Abstract:
Putin's authoritarian and bureaucratic government is returning to forms of authority that struggled to shed throughout the 1990s. Further, the emergence of a full-fledged bureaucratic-authoritarian regime in post communist Russia has limited both liberal democracy's prospects and Putin's own freedom of action.
