START II moves forward in Senate; Russian ratification less certain
Article Abstract:
It is hoped that the agreement on START II will move smoothly through the Senate hearings and achieve approval before the the summit to decide upon the extension of the NPT gets underway in New York in April 1995. However, the chance of an early ratification by the Russian Parliament seems very bleak. The ratification by Moscow and Washington must be done urgently as it will provide strong positive indications to the other nuclear weapon states on the initiatives being taken by the United States and Russia to live up to the commitments under Article VI of the treaty.

The Nunn-Lugar program: no time to pull the plug
Article Abstract:
The Nunn-Lugar program has a significant role to play in the destruction of the previous strategic weapons outside Russia, especially in Ukraine. It facilitated the negotiation and implementation of the January 14, 1994 trilateral statement signed by the United States, Russia and Ukraine which committed Ukraine to pull back all the strategic weapons and send them to Russia for dismantling. It would be unwise for the Congress to reduce funding of Nunn-Lugar program.
