United States modifies approach to broaden relations with Ukraine
Article Abstract:
The US ambassador-at-large and special advisor to the Secretary of State on the Commonwealth of Independent States Strobe Talbott's mission is to extend US-Ukraine relations beyond nuclear arms issues, and to respond to Ukrainian complaints of pressure from the US, the existence of nuclear weapons bias in negotiations concerning aid and the United States' pro-Moscow stance. America's attempts to induce Ukraine to ratify START I and join the Non-Proliferation Treaty (NPT) will be successful if Ukraine's demands for security commitments and aid are granted.

Ukraine stalls on Start I vote; presses U.S. on aid, security issues
Article Abstract:
A Ukrainian delegation led by deputy foreign minister Boris Tarasiuk told Washington officials that the republic will not ratify the Strategic Arms Reduction Treaty (START I) unless Belarus and Kazakhstan have been persuaded to accede to the conditions of the Non-Proliferation Treaty as well. Washington officials assured the delegation that the US was prepared to provide security assurances similar to that already offered to Russia. The US and Ukrainian delegations also discussed the possibility of providing US economic assistance to Ukraine.
