'Scope and parameters' of CFE adaptation
Article Abstract:
The 30 state parties of the Conventional Armed Forces in Europe (CFE) Treaty approved a document defining the scope and parameters for talks on the modernization of the treaty, on Dec. 1, 1996, at Lisbon. The treaty's implementing organization, the Vienna-based Joint Consultative Group, will begin negotiations on the CFE adaptation in Jan 1997. The document indicates a lack of agreement between the CFE states regarding the adaptation of the treaty to the post-Cold War security conditions. The aims and objectives, the principles, the scope and other details of the document are presented.

Russian officials continue to oppose changes to ABM treaty
Article Abstract:
There is strong public and private opposition from Russian political and military officials over US attempts to renegotiate the ABM Treaty to enable deployment of a limited national missile defense (NMD) system. US officials have emphasized that the proposed NMD system is not designed to jeopardize Russian strategic systems. There are indications however that Russia is already seeking ways to increase its strategic capabilities to compensate for a US NMD system.
