Senate finally approves START II: prospects for Duma vote uncertain
Article Abstract:
The Senate ratified START II on Jan 26, 1996, but both bodies of the Russian Parliament, the Council of Federation and the Duma, need to approve the treaty by a majority vote for it to become active. While the Federation may approve ratification, the Duma's stance is uncertain. Many Duma members believe that the treaty will force Russia to bear implementation costs that are too high, and will result in unequal reconstitution capabilities. There are also concerns about US efforts to undermine the 1972 Anti-ballistic Missile Treaty and NATO's expansion into Eastern Europe.

Duma criticizes Helsinki outcome; postpones START II discussions
Article Abstract:
The Yeltsin administration was criticized by the lower house of the Russian Parliament, the Duma, for sacrificing national security and for failing to block the expansion of the North Atlantic Treaty Organization. In addition, the Duma refused to commence with the START (Strategic Arms Reduction Talks) II ratification process before START III negotiations begins. The Duma believes that, without a definite and mutually agreed-upon strategic equilibrium, Russia will be on the losing end.

U.S., Russia sign START II accords; Yeltsin pushes for treaty approval
Article Abstract:
US and Russian representatives signed agreements related to START II (Treaty on the Reduction and Limitation of Strategic Offensive Arms) on Sep 26 1997. The agreements are part of an effort to persuade the Russian Duma to ratify START II. The agreements delay the date by which the signatory nations should eliminate strategic nuclear delivery vehicles until Dec 31 2007. Analysts anticipate that the Duma will vote on the amended START II agreement by the beginning of 1998.
