South Africa: entering the post-Mandela era
Article Abstract:
The way in which the new South African government of President Thabo Mbeki interprets its election victory will affect the political choices it makes. These choices will in turn affect whether democracy becomes firmly established in South Africa. Some observers have expressed concern about the future of democracy and positive race relations in South Africa following the departure of President Nelson Mandela. Mbeki has emphasized his commitment to democracy, but it is widely believed in his government that voters have given the African National Congress a very strong mandate to implement its programme and do not need to be reassured about its benefits.

Ethnic conflict and the "generosity moment."
Article Abstract:
The treatment of ethnic minorities by a regime undergoing a transitory period generally determines survive ethnic rivalry. The case of Spain, Macedonia and South Africa attests to the wisdom of tolerance and flexibility. On the other hand, Czechoslovakia's authorities overextended their generosity which led, just the same, to a breakup of the nation but which, nevertheless, was bloodless. On the other hand, Bosnia-Herzegovina, Croatia, Georgia and Serbia suffered from interethnic wars and a breakdown of order because of the relative ungenerosity of its leaders.

Czech Pres. Vaclav Havel says that an assessment of the social, political and economic reforms that have been undertaken by his government would help Czechoslovakia create an efficient capitalist democracy. On the other hand, Czech Prime Minister Vaclav Klaus warns about moralizing, elitist and ambitious citizens who would wreak havoc on the progress that has been made in the area of democratic politics.
