Strategic capacity in council-manager municipalities: exploring limits and horizons
Article Abstract:
A study was conducted to assess the role of strategic decision making in local governments. Results showed that 30% of the municipalities under study had advanced management and good rapport between officials, therefore indicating the potential of council-manager municipalities. However, public reception and support for a strategic decision-making process was generally lukewarm. Analysts believe that problems encountered by council-manager municipalities could be solved by encouraging increased citizen participation in the decision making process.

Measuring managerial efficiency in rural government
Article Abstract:
Local governments have been prevented by certain structural barriers from developing efficient service delivery systems. Measuring efficiency should furnish local officials with data they can include in policy and operational decision making to overcome such barriers. Examined is the case of managerial efficiency of small rural Midwestern township officials concerning the delivery of rural road services. An objective measure of rural government efficiency is developed revealing that managerial inefficiencies should be methodically dealt with.

Applying strategic decision making in local government
Article Abstract:
The effective use of strategic decision making for local government service has been a dabatable topic. Several local governments are not capable of effectively utilizing techniques of strategic decision making. This standpoint is founded on the investigation of four crucial management functions. Unless local governments have achieved a high level of management sophistication, it is not advisable for them to invest in strategic decision making.
