The Arms Control Association's (ACA) news conference aimed to offer greater information on arms control issues and the implications of the 1995 Non-Proliferation Treaty Review and Extension Conference. Panelists included Spurgeon M. Keeney, Jr, ACA president and executive director, Frank von Hippel, professor of public and international affairs at Princeton, John D Isaacs, president of the Council for a Livable World and James F. Leonard, executive director of the Washington Council on Non-Proliferation. The topic was the question of whether to resume nuclear testing.

Strategic agreements and the CTB Treaty: striking the right balance
Article Abstract:
Pres Bill Clinton's administration is addressing threats due to weapons of mass destruction via a three-component strategy which includes prevention and reduction, deterrence of potential enemies to use the weapons and missile defense. The objective is to balance the three components and recognize how each component affects each other. To be effective, the Russian Duma should approve the START II agreement, the right should be de-alerted, the US Congress should agree to close military bases and the Comprehensive Test Ban should be ratified.
