The Chief Financial Officers Act of 1990: a new approach to solving federal financial management problems
Article Abstract:
The Chief Financial Officers (CFO) Act of 1990 (Public Law 101-576) is expected to improve the inefficient financial management systems in the federal government. Poor control over public programs and the high incidence of corrupt practices in federal government will be curbed by the CFO Act's provisions for improving federal financial management leadership. Moreover, the CFO Act provides a means for evaluating projects and project management based on financial data. Implementation of the CFO Act will not only raise the quality of federal financial management systems but improve public confidence in government management.

Federal budgeting prognosis: Madison's nightmare?
Article Abstract:
The federal government's process of budgeting has failed, resulting in erroneous budget accords and huge deficits. Safeguards made by James Madison have not protected the process from errors. At the very least, a redistribution of political power between the executive and legislative branches seems a pivotal solution. Decisive leadership is needed to solve the present budget process problem; otherwise the American taxpayer will continuously lose.

Improved budgeting and financial management as a tool for enhancing the performance of local government in developing countries
Article Abstract:
Local governments in developing nations are greatly affected by social and economic changes. Central governments may benefit from decentralization as observed in some third world countries in Central and South America, Asia and Africa. International organizations are using these countries to study the effects of decentralization and to implement new public financial management systems that are expected to strengthen local governments.
