The arms control agenda after ACDA
Article Abstract:
A keynote speech by the author as the last director of the Arms Control and Disarmament Agency (ACDA) was delivered at a meeting of the Arms Control Association (ACA). He spoke of the challenges facing arms control and non-proliferation and the elements of strategy against proliferation. This was accompanied by a question and answer session, covering issues such as the ratification of the Comprehensive Test Ban Treaty, the negotiation of START III and the Conference on Disarmament.

UN creates new panel to review Iraqi disarmament
Article Abstract:
The Security Council has approved a new panel to review the status of Iraq's disarmament and recommend ways to revive an effective disarmament monitoring and verification regime. The credibility of the UN Special Commission (UNSCOM) may have been undermined by reports relating to US intelligence agencies' involvement in its activities. The disarmament panel started its work with reports on Iraq's chemical, biological and ballistic missile programs.
