The Frustrations of Government Service
Article Abstract:
Many forces are at work making the cost of public service so high as to discourage competent people from entering it. Negative public attitude toward government is a major obstacle to building a strong public service in the United States. The news media and politicians themselves have often reinforced negative public attitudes. Voters often lead to favor public servants who rise above politics, but on the other hand demand action that requires compromise. The very nature of democracy demands strongly argued positions which often fuels negative attitudes toward the side we oppose. Often the victorious adversary position reduces public tolerance. The severe stress encountered in public service is discouraging able people from entering it. Public attitudes toward politics must change to insure qualified people to work in government.

Sources and Consequences of Citizen Attitudes Toward Government
Article Abstract:
Meaningful citizenship depends on attitudes about government. Recent research on attitude formation procedures is reviewed within the context of the powerful technology of the media and the general erosion of public confidence in the government. Media evolution is identified as part of the autonomous development of technology. The two foremost socialization agents are the mass media and parents. Parent/child attitude correlations toward the political arena are considered. Program choice on television is related to children's attitudes. Access information is recommended as a way to facilitate the participation of the citizenry. Motivating information must be expanded via non-journalistic media. Response and discussion follow the article.

Working Group 4: Adapting, Concepts of Community to the Emerging Role of Citizens
Article Abstract:
Group 4 addressed issues germane to the community, which has been the scene of changing relationships with the citizenry. Community as a concept is defined. Community may entail certain non-territorial or partial commitments. Community is regarded as a matter of systems and subsystems. The impact of Federal Programs on local communities is considered. Public administrators are highly concerned with value distribution in communities. Consideration is given to situations where the community already has a definite mindset. Questions and comments of the panel are featured.
