The UN at fifty: reforming institutions or individuals?
Article Abstract:
The debates generated by the 50th anniversary of the United Nations have ignored individual responsibility and accountability, the keys to that institution's future relevance. Much discussion concerns whether membership in the Security Council should be changed or expanded. A simple increase in numbers would simply make it less effective, and create a bruising political battle for the new seats. An informal system of consultation between members and other states, or a rotating non-permanent body, would be superior.

Human rights and the clash of cultures
Article Abstract:
The issue of whether civil and political rights should take precedence over economic, social and cultural rights and vice versa is dissected. The contention, however, is that such an argument has no justification because all human rights, whatever the nature, are universal and indivisible.
