The bureaucrat: agent of democracy
Article Abstract:
John P. Burke asserted that the individual public administrator is primarily responsible for balancing the conflicting demands of bureaucracy and democracy. Although his thesis is justifiable, he did not offer ample guidance that a bureaucrat may use in applying his prescription, which tended to be excessively theoretical and unclear. An expansion and refinement of the Burke approach is required to arrive at helpful insights as to how the administrator can satisfy the bureaucracy as well as democracy.

Controlling the bureaucracy
Article Abstract:
Prof. Judith E. Gruber advances the arguments of those who believe that bureaucracy endangers democratic government by moving away from a concept of control based on authority to one that is based on mutual accommodation. In her discussion, control results from the creation of conditions where bureaucratic behavior is controlled in exchange for resources sought by bureaucrats. However, there are historical facts and issues in administrative theory that can challenge Gruber's assertions.

The dichotomy is alive and well: responsibility, ethics, and professionalism in the bureaucracy
Article Abstract:
Prof. Kathryn G. Denhardt argues that public administration ethics should help public administrators find the right balance when dealing with the politics/administration dichotomy. She suggests a 'political ethic' that would recognize the legitimizing bureaucratic ideals and that is related to 'ethics and democratic concepts. However, she does not clarify what role responsibility and professionalism have to play in her thesis.
