The durability of social capital
Article Abstract:
Karl Hinrichs' thesis of a decline in the culture of solidarity, the social capital that supports the welfare state and its redistribution programs in Germany is invalid. Hinrichs views Germany's health insurance situation as an example of this erosion, but the German social capital appears to remain strong. The decline of support described by Hinrichs is taking place among policymakers but not among the general public.
