The twilight of nuclear testing
Article Abstract:
The Senate recently voted for a halt on US testing of nuclear weapons by 1996 despite the opposition of the Bush administration, which has long held the view that nuclear weapons require testing. However, this view undermines the standing US policy on nuclear non-proliferation. In addition, experts have stated that testing is not needed to ensure the reliability or the safety of US nuclear weaponry, contrary to the claims of the administration. The Senate, in passing the nuclear testing measure, has made a positive step towards a comprehensive nuclear testing ban.

South Asia's nuclear wake-up call
Article Abstract:
Recent nuclear tests in India signal the need for the international community to take action against a possible nuclear arms race in South Asia. One way would be to formalize the status quo limiting the number of nuclear weapon states to five by requiring India and Pakistan to sign the Comprehensive Test Ban Treaty (CTBT) and future Conference on Disarmament negotiations. The US Congress should also ratify the CTBT and grant Pres Clinton increased authority to impose sanctions.

The nonproliferation noninitiative
Article Abstract:
The 'nonproliferation initiative' espoused by Pres Bush is characterized by the lack of any significant action for preventing the spread of nuclear weapons. The policy statement only contains an enumeration of past and present activities without defining any new proposals. In addition, the nonproliferation initiative avoids issues such as nuclear testing, the Middle Eastern arms race and most importantly, the nuclear arsenal in the former USSR.
