The new politics of missile proliferation
Article Abstract:
The new politics of missile proliferation revolves around the interpretation of the long-term threat to the US from ballistic missiles. The November 1995 National Intelligence Estimate 95-19 has ruled out any ballistic missile development by countries other than the major nuclear powers for the next 15 years, thus eliminating any missile threat to the US. In addition, ballistic missile defenses are being justified due to the emergence of regional missile threats. However, the acquisition of long-range ballistic missile technology is getting harder as the warning time for their deployment increases.

The full text of the updated 1998 report evaluating the US national missile defense (NMD) program is presented. The report notes that improvements have been made since the first report, but that the committee recommends that the June 2000 deployment review should be seen as a feasibility, rather than a readiness decision.
