The human capital challenge in government
Article Abstract:
The public administration profession should be at the forefront of human capital development as awareness about the importance of this concept increases both in the public and private sectors. Public administrators' main function is to encourage people to think more for themselves, to be critical and reflective of their actions and to have confidence in their decisions. Human capital development, on the other hand, should lead the strategic planning agenda of public organizations.

Federal family-friendly workplace policies: barriers to effective implementation
Article Abstract:
The authors studied Clinton Administration family-friendly federal agency employee benefits and employment policies to assess whether these benefits and policies reduced factors limiting women workers' careers and achievement. The authors found that the programs were either not implemented or not utilized when implemented due to organizational culture and environments where diversity was viewed as a problem rather than as an asset.
